600 Billion Invoices a Year: Why Most Still Can't Be Read by a Machine

The standards to fix business invoicing already exist. The real gap is getting millions of small suppliers off PDF.

At least 600 billion invoices change hands worldwide every year, and on the B2B side, only around 29% are genuinely structured e-invoices, according to Billentis' 2026 market report. The rest arrive as PDFs, scanned paper or email attachments that someone has to read and re-key by hand. The technology to fix this, Peppol and the EN 16931 standard, already exists. What's missing is a way to bring the long tail of small suppliers along.

How many invoices does the world actually send each year?

Start with the number itself. Billentis' 2026 market report estimates that at least 600 billion invoices move globally each year, split roughly evenly between consumer-facing transactions (business to consumer and government to consumer, around 300 billion) and business transactions (business to business, business to government and government to business, also around 300 billion).

That volume alone explains why e-invoicing has become a regulatory priority rather than a back-office preference. Every one of those documents triggers a payment, a tax event, or both.

Why so few B2B invoices are genuine e-invoices

Of the roughly 300 billion B2B, B2G and G2B invoices sent each year, Billentis puts the genuinely structured, machine-readable share at around 29%, or 87 billion invoices. The remaining 71% still arrive as PDFs, scanned paper or email attachments.

A PDF can look identical to a structured invoice on screen. To an accounting system, it is not the same thing at all. A structured e-invoice carries its data in a format that a software can read directly. A PDF is an image. Someone still has to open it, read it and type the figures into a ledger, every time.

This is not a technology problem

It would be easy to assume the missing 71% reflects some unsolved technical challenge. It doesn't. Peppol, the international network used to exchange structured e-invoices, is live and already operating across dozens of countries. EN 16931, the European semantic standard that defines what a compliant e-invoice contains, has existed for years.

The infrastructure to send and receive structured invoices at scale is not the constraint. Adoption is.

The real bottleneck: the long tail of small suppliers

The gap sits with the millions of small suppliers who don't run an EDI system, don't have an IT department, and have never had a compelling reason to leave PDF behind. For a supplier sending a handful of invoices a year, learning a new format or buying new software is a cost with no obvious upside.

That is the population any e-invoicing strategy has to solve for, not the large trading partners who already have the infrastructure.
